The State of Public Code measures governments' contributions to open source software.
Built on the Software Heritage universal archive of source code, it counts every repository carrying at least one contribution authored from a government e-mail address, across all 193 UN Member States. The PDF report exposes preliminary findings, proposed with a public dataset, under CC BY 4.0, with contributor identities pseudonymised.
The State of Public Code contributes to the Public Code Observatory, a joint project by the UN, UNESCO and Software Heritage.
